1. Purpose and Scope
The Early Market Engagement (EME) will be conducted by the General Directorate of Health Information Systems with the aim of understanding the current market solutions, supplier capacities, and technological trends related to the documentation works for the procurement of Servers and the procurement of SAN switches to be used in the Central Organization of the Ministry of Health and its Affiliated Institutions and Organizations.
This document has been prepared to collect information and conduct market consultations prior to the tender process. This document does not constitute a procurement notice or a request for bids.
2. Background Information
The Republic of Türkiye has applied for a loan equivalent to USD 250 million from the International Bank for Reconstruction and Development (IBRD) to finance the Türkiye Preparedness for Public Health Emergencies Project (P180781). Accordingly, the Loan Agreement for the Türkiye Preparedness for Public Health Emergencies Project (TPPHEP/TR-9754) was signed between the Republic of Türkiye and the International Bank for Reconstruction and Development (World Bank) on December 18, 2024, and the Project became effective on March 5, 2025.
Under the Project, the “D.2.3.5 Strengthening National Primary Healthcare Service Infrastructure” activity is being implemented by the Ministry of Health, General Directorate of Health Information Systems, under Subcomponent 2.3 “National Planning and Emergency Response Coordination for Emergency-Ready Health Systems". Within the scope of this activity, the objective is to strengthen the central data infrastructure to ensure the uninterrupted, secure, high-performance, and scalable delivery of digital health services provided at Ministry of Health healthcare facilities throughout Türkiye. The budget allocated to the Strengthening National Primary Healthcare Service Infrastructure activity will finance payments for the goods, works, related services, and consulting services to be procured under this Project.

5. Engagement Method and Schedule
Companies intending to participate in the Early Market Engagement Meeting are expected to send their feedback, including the company name and the details of the company representative, to the e-mail address below no later than 09 September 2026 Our General Directorate plans to hold a debriefing meeting on 10 September 2026 in two sessions at 10:00 hrs (Istanbul time) and 14:00 hrs (Istanbul time), with participation both in person and online. Throughout the process, the principles of transparency and equal treatment will be upheld at all times.
The interested firms are required to fill out the attached questionnaires (EME Survey) in Annex II. The filled-out questionnaires are to be submitted by email to sbsihale@saglik.gov.tr no later than 17September 2026, 18.00 hrs (Istanbul time).
